According to the system, I am supposed to respond to a request within 4 hours with an offer. Why and what happens if I don't?

The 4 hours are of course not a must, but a recommendation.

The faster a location provider responds to booking requests, the more likely it is that a booking will be made. Four hours was the limit here, from which a significant difference can be recognised. However, nothing happens if you take more time and respond later.
